After a mailbox is moved from an Exchange 2003 server to an Exchange 2007 server the user may find they are unable to logon to Outlook even after the mailbox move wizard has completed.  The Exchange server will log the following events at the completion of the wizard:

Though the mailbox move wizard has finished the mailbox is not yet ready for logons.  The Exchange server performs some processing of the mailbox after the move, and depending on the size of the mailbox and the load on the server at the time this can take a while.  As a general rule I advise users of a delay of up to 30 minutes after a mailbox move is complete before the mailbox is ready for logons, although in the vast majority of cases it is ready after only a few moments.

The Exchange server will log the following event when it is finished processing the mailbox.

Rule synchronization has successfully completed.   The mailbox folder is Top of Information StoreInbox on database “Storage GroupMailbox Database”.   The distinguished name of the owning mailbox is /o=Exchange Organisation/ou=First Administrative Group/cn=Recipients/cn=johnsmith.

Once this event has been logged the user can restart Outlook and logon to the mailbox again.
